WeWorld-GVC, recently constituted from the merger of two NGOs, is an Italian secular and independent organization working since 1971 in international cooperation and humanitarian aid. Working context

The consolidation of the PA institutional infrastructure opens to foster democratic participation of civil society, through the improvement of representative processes and the implementation of specific effective tools to promote dialogue. These criteria, together with the empowerment of vulnerable communities and people, should lead any kind of intervention, preparing both decentralized institution and civil society to better advocate for a final recognition of Palestinian statehood.

Job description

WeWorld-GVC is recruiting a Community Protection Approach Specialist who will work in coordination with the Head of Operations, Program Unit, Country Representative, Area Managers, Projects Managers. He/She will reports to Head of Program and will be Accountable to Head of Program – technical accountability under CPA Programme Coordinator. The CPA is a community engagement and empowerment instrument to design and monitor Integrated Protection Programs and Provide operational tools to facilitate coherence, collaboration and complementarity between different foreign and national aid instruments in order to find sustainable solutions to a given population’s needs and problems.

Main tasks and responsibilities

He/She will be responsible for: 

  • Compliance of CPA implementation in oPt with We World GVC CPA standard principles and procedures
  • Coordinate the involvement of We World GVC International Advocacy and Innovation Area and WW-GVC staff in-country, including field teams
  • Supervision, implementation and quality control of Community Protection Approach
  • Mentoring and technical supervision of field staff on the CPA implementation
  • Propose, develop and support the ongoing CPA strategy including community empowerment strategy, in the country and advice technically the Country Director, Head of Operations, Head of Programmes and related Project Managers
  • Writing, updating, and adapting CPA related SOPs and documentation in compliance with CPA standards and upon validation of the CPA Programme Coordinator

He/She will have these main tasks:

Technical monitoring and supervision of We World GVC Community Protection Approach

  • Ensure the most appropriate CPA implementation methodology in each context and project, including proper collection of quantitative and qualitative data
  • Ensure all materials related to CPA activities are properly stored and recorded in compliance with data protection and internal procedure in mission
  • Supervise and study community participation, representation and empowerment in the communities targeted with CPA and ensure the achievement of CPA standards
  • Supervise and contribute to the use of CPA implementation and results to design humanitarian and development actions within the Country
  • Conduct regular field visits to ensure the appropriate implementation of the CPA
  • Ensure the application of the We World GVC quality control and feedback mechanisms in the Country, under the supervision of the CPA Global Coordinator
  • Maintain regular and proactive coordination with country director, sector coordinators, project managers and other related managing staff to ensure alignment of implementation and results including area Managers
  • Supervise the implementation of CPA in all projects and geographic areas within the Country

Research, development and adaptation of CPA in the Country

  • Design a capacity building and mentoring plan for the mission and ensure up-to-date engagement and coordination of the CPA Programme Coordinator to trigger external resources and capacities
  • Provide trainings and support to Protection and Social Workers in defining and managing the CPA process, ensuring compliance with CPA global standards
  • Establish a system to document lessons learned in the country to provide regular updates to the CPA Programme Coordinator(IAIA) and Head of Programmes according to We World GVC Standard Procedures.
  • Contextualize and adapt CPA documentation, standards and SOPs, to the Country, in line with CPA standards and upon validation of the CPA Global Coordinator
  • Contribute to the global CPA research and development and knowledge sharing
  • Working closely with the Research and Data Analyst to ensure quality in implementation of the CPA Process and carry out analysis relevant to the CPA Programme in country

Reporting and representation

  • Ensure the appropriate consultation of Project Manager and Program Coordinators in all planning, and provide proactive feedback on progresses
  • Provide regular planning and reporting to the IAIA including regular feedback to CPA Programme Coordinator (IAIA) and Head of Programmes regarding lessons learned
  • Act as WW-GVC focal point for the West Bank Protection Consortium for every technical aspect related to the CPA
  • Whenever required, attend external meetings and/or field visits (donors/journalists/consortium members, etc.) if the purpose of the meeting/visit focuses on the CPA methodology and application, for technical inputs
  • Ensure CPA outreach, presentations and representation in working groups or to any other external actors
  • Ensure to the mission the timely delivery and use of CPA documentation, for external outreach and presentations
  • Provide strategic reflection to Country Director and Head of Programmes to develop documents, technical and strategic papers based on CPA data analysis (IPSI, NCP and IPA), and ensure the quality, abiding by standards and criteria defined by the Humanitarian and Protection Policy Expert
  • Coordinate for CPA outputs such as protection analysis, other reporting needs including advocacy tools involving relevant staff members from the mission


  • Perform any other duty required by the Line Manager or the Country Representative


Qualifications and Knowledge

  • Master Degree in social science, sociology, anthropology or similar subject
  • Good knowledge of Microsoft Office, in particular Word and Excel
  • Knowledge of the Palestinian context
  • Fluency in written and spoken English
  • Valid and clean driving license

Professional Experience

  • At least 3 years of previous experience in the humanitarian sector within community mobilization

  • Previous experience in the Country will be strongly preferred
  • Previous work experience with international NGOs will be an asset
  • Knowledge of Italian would be considered an asset
